Ingeniero Matemático de la Universidad de Chile y doctor en Economía de la Universidad de Yale. Es profesor titular (jornada parcial) del Departamento de Economía desde el año 2007. Formó parte de la Comisión Preventiva Antimonopolio (1992-2000), integró el Consejo Nacional de Pesca (2001-2003), fue Ministro del Tribunal de Defensa de la Libre Competencia (2004-2006), Secretario Ejecutivo de la Comisión Nacional de Energía (2006) e integrante del Panel de Expertos Eléctricos (2007-2019). Ha sido consultor del Banco Interamericano para el Desarrollo (BID), el Banco Mundial, la OECD y el PNUD, así como también, miembro del panel de expertos fiscales del Fondo Monetario Internacional. Ha publicado en las revistas Quarterly Journal of Economics, International Economic Review, Journal of International Economics, Journal of Development Economics, World Development, Energy Economics, Economics Letters, Energy Policy y Energy Strategy Reviews. Actualmente investiga y es consultor en temas de economía de la energía.
